Treyarch community manager, JD_2020, has posted on the Steam forums notifying us that Black Ops has just been graced with a client-side update, hopefully resolving the stuttering issues that have been such a hot topic over past days. The patch claims to fix the non-operational "friends" tab in the server browser, improve performance for dual and quad core computers, as improve the connectivity of the Black Ops Remote Console. But, has it worked? Results seem varied. Some people are claiming it has removed the lag-like stutters and freezes entirely, while others say they see no difference what-so-ever and that all cores are still firing at 100%. Let us know if the problem is now resolved for you.
Steam will need to re-complete the installation, and some people are receiving "Incomplete Installation" errors. It is suggested by Steam support that you do do not submit support tickets for this issue, rather that you wait 10-15 and try again.
