Steams latest update is completely ****ed over if you ask me, my bro, my dad and many of my friends had problems with it because it'd update and then think that CSS needs to be updated or it would download and not update at all.

that’s a common problem i get that all the time. It usually happens when for some unknown reason steam opens either twice or hasten made a proper connection with the server.
just close it in the task manager and reopen steam and try again. if that don’t work then do the painful task of reinstalling then re-downloading :D.
