I have recently purchased a new mobo + p4 3.2ghz with 2mb cache. I am wondering am I better off to purchase some artic silver paste and clean the original thermal paste off the board , then put it on?

I have read good reviews on the past myself and the cleaning agent so just would like to hear what would be best

To clean the stock pad off just use isopropyl alcohol you can buy some from bunnings I believe...
The stock standard stuff they give you isn't very good so your probably better off applying arctic silver because it will give better thermal conductivity...
Mind you, it won't give you a dramatic lowering of temps but it'll be 1 - 2 maybe even 3 degrees lower...

I have isopropyl so thats not a problem...

So really its not worth all the effort on the reviews i have seen about artic silver then.

But stock standard fan comes with it (I am running a stock standard on my 2.53 with no trouble @ 39 degrees celius idling) should be changed for the higher hertz and the more heat?

I wouldn't bother using Arctic Silver if all your using is the stock heatsink.. seems kind of pointless if you ask me.

It is worth it, but that depends on how much you want from your CPU. 3 degrees a big drop? Yeah sorta.. but I guess it varies with how well you've applied it, i'd assume the hotter the CPU the better it'd work. But i've reapplied it several times to get it right on my CPU water block, I had it jumping a few degrees here and there... currently it's idling at 28 degrees, ambient temp is 23.6 :D

I'd honestly just buy a cheap but better then stock cooler and then some Arctic Silver, you can find the paste for about $9 but you'd see better results from a better heatsink i'd think.
