Looking for a Multivideo converter

I'm looking a cheap and nasty video converter that can convert from composite to VGA and S-Video at the same time, in real time.

The closest I've been able to find on Google is http://www.ieci.com.au/products/Product_Page2.asp?Product_ID=4039, however I'm not sure how you're suppose to order it, and it doesn't look like they are domestic customer friendly.

I've seen some commercial grade ones go in the hundreds and thousands, but don't really want to spend that much if I can.

I'd be even willing to put in the time to make one if anyone here thinks I'd be a good project for a beginner solderer to try :shock:

yes they work both ways but the signal is not great.
upscaling is not cheep we use http://www.kramerelectronics.com/products/?group=7&subgroup=19 on the rare occassion we need it.
