Most TV Capture cards have the built-in codec to convert the video.
The card i can recommend would be the Leadtek TV2000Xp - that comes with a good bundle of software and recording stuff - it also has the ability to decode Cable, but theres a bit of mucking around and it's most likely illegal
cool thanks....well i dont think they would care if i just copied it for me and didnt distibute it, it would be like recording something onto video but on computer =)
you can always just plug the output of the cable decoder box into the tv-in of the capture card, a bit akward if you can't get the cable box within remote control range of the pc, tho.
programs i use to capture tv are powervcr and virtual dub, power vcr is good for mpeg and u can set a timer to capture when u are away virtual dub is good for capturing in divx if your machine is beasty enough, if it isnt there are other ways to do it
