Ditch the frames. Here's why.
In a modern browser, your main or centre frame grabs focus from the OS. This means that when I go to scroll down using a mouse-wheel on a screen smaller than you envisaged, it doesn't work as I expect to.
A lot of UI design is conforming to expectations. Frames don't do so. I've never seen a website UI improved by frames and I never expect to.
I don't mean to be mean to you, but I think in the long run you'll do better with the currently accepted norms of:
1) A breadcrumb bar on the top of the page, under the title
2) A menu on the left of the page, under the breadcrumb
3) A footer with quick unvarnished links to other header pages.
If you look at the Freedom LANs rego page, that's what I followed: header, breadcrumbs, menu, main text, footer. It works well and I don't see many instances where its use isn't justified.

Put music in it, get a guestbook and site counter..
and put a picture of a stuffed animal surrounded by alcomahol in it
feel free to rip any and all code off my website (it sucks and i know it does so dont bitch) - but its got a guestbook and sound in it and stuff you can get those things from bravenet
