You cut the guy out pretty well (unless the background was a solid colour and you're a cheat :D). Some people who have been using photoshop for awhile still can't do that.

Nah, i cut him out, cut the gun out
then blured the background
added some red colour for blood
motion blured that twice
added some red background for the writing
pixalated that red background
put some cloud effect on that red background which made it blue
and then added a lens to the top left hand courner

you left the crosshair on him, but it should be easy enough to remove. not bad for a first attempt :)
