Reserved Slots on Warcraft CS Server

Hey, Can ne one please explain how i create an admin.cfg and then setup so i can always gain reserved slot access thanks. btw i know that i have to type setingo _pw-gu mypassword and setinfo pw-octa4 mypassword but im not sure where to put it or how to create it Thanks Owen
