It'll mean websites that wouldn't be allowed classification (which would most likely include RC games' websites) would be added to a mandatory list of addresses that must be filtered at the ISP's end.
There is currently a list in existence under ACMA care already however it's not required by ISPs to be blocked.
EG. Ms Jo Pickett doesn't like website x, reports website x as "I don't like it", site gets reviewed and if it doesn't meet current classification standards then it'll get blocked.
Edit: Also waste of money, current filtering systems tested do not have IPv6 capabilities yet - which as most tech type people know in the next couple years it'll make all these tests on current filtering system redundant as ipv6 comes up as standard.

I read through the Live Pilot Report and couldn't quite understand the conclusions Enex was drawing from the data. In some situations, there was up to 3mbit/s speed degradation on an 8mbit line, yet the company came to the conclusion:
Enex considers that it was unclear whether this was attributable to the filter or other non-related factors.
What other factors? They talk about general possibilities early on, but they don't try to determine what those factors are for this scenario. An almost 50% degradation in line speed, and you shrug it off in a single sentence? Especially when this scenario falls under the:
Performance impact is considered noticeable if more than +/-20 percent.
The test swapped the unfiltered service to the filtered service midway through the test, and there's a 44% degradation in line speed. Their conclusion is it was probably something else.

IT industry as a whole not just ISPs need to get on board. If a couple of big player say we will move jobs off shore as the result of interference of an ISP level filter they will have to cave. I think there is also some back room pressure from the movie/music studios also to implement a filter for RC content as torrent sites would fall into the category. Revenue generated by IT industry> revenue generate by movie studios.s

Hopefully that's personal opinion and not policy. I also don't have a particular problem with studying the bible in the same way I remember studying Buddhism, provided it is not being taught as fact and merely as an important piece of history

If implemented how does one sue the government for back damage? What are children doing on the freeway? If in a car they'll now be flung around until they are black and blue if the driver is a hoon.
Testing it in 50 KPH back streets, where most slow to 30 or 20 KPH to avoid undue shock, is quite different from accidently hitting a speed bump at 100 KPH and as a result losing control due to a tyre puncture.
If traveling at 100 KPH you would hit a speed hump every 3 seconds - would that improve road safety or what? Airbags in the roof anyone?
