My guess is that they've got a business SDSL connection - and most of its current users are downloading, not uploading.

I'm pretty sure Internode does up to 40Mb/s symmetrical using SHDSL or whatever it's called. They've just halved the prices in some of the plans actually. Don't get too excited... it's at least hundreds and usually thousands a month.
