That looks remarkably like a cell-shaded 3d rendering to me. You can even see the individual edges on the cylinder
On those grounds, and due the the fact that the topic is '2d or 3d, lets see who knows their stuff'. I'd have to guess it's neither of the two given and was done in something like Blender. Especially since I don't think PSP or Photoshop are available on Linux (GIMP all the way!)

well i wouldnt have a clue whether its done is Paintshop Pro or photoshop, but neither of them can make 3d meshs. Either way i agree with avari^^

I didn't know PSP could do that (unless you're quite skilled [why would you do that then? :P]or they've added stuff in their latest versions) but it doesn't look like photoshop either.
I'd say some other program with some corny effects maybe? Or 3d studio Max with special tricks.

looks to me like something you could do with clip/word art in msword, and a screenshot was taken :P

the problem is that there are some very obscure modifications to programs like PSP and Photoshop....so it could also be any number those...
also, POV Raytracer does some similar effects to that.

Taking a closer look, there are imperfections there so my bet is not on some wierd plugin or anything. I'd put my money on PSP I reckon...

As I stated before, looks like cel-shaded 3d to me (cel shading is a technique to get a cartoonish effect from a 3d rendering).
I beleive this because there is a certain precision about the shadows on the text and the overall use of shading that 2d work tends not to create.

Okay lets see who is right and who is wrong.
Well i am amazed that so many people actualy know what they are talking about. The image was first rendered in a 3D program. 2 Images were made, First image was the Full Colour, shadows, the textures and anythink else. The 2nd Image was a plane Colour with brighness put to the fullest to get a 2D image look. After these renders were created, with photo shop i went and edited the 2nd image for Outline, after the process was completed I merged it with the 1st image with all the colour and crap on it.
I am nore intrested in IF it looks 2D, but i am rather trying to get the hang of turning a 3D image into a flat 2D image. This is somthink easy but hard to try a achive correctly.
