Bush has already shown US disagreement to the Kyoto Protocol. The US were signed to it, but did not ratify, under the argument that it couldn't be scientifically proven that the US puts out as much emissions as it does compared to other nations, and it doesn't see why it should have to reduce it so much. But, with recent ratification from Russia....the US has been ... laughed at?

Russia is only signing because it can meet the requirements of the agreement, because their economy is so crappy. If they could expect to financially penalised half as much as the USA would be if they ratified the Kyoto Protocol, they would never sign it.
The USA has the most to lose from ratifying the Kyoto Protocol, it makes absolutely no sense for Bush, or any American president to do so, especially when it is skewed against the USA. I mean, China is the second worst offender in terms of greenhouse emmissions, after the USA, but the KP exempts them from the financial penalties of breaking emmission limits, whereas the USA would have to pay heavy penaltiies. Not only that, but the USA would actually have to help finance other countries in terms of research for emission reduction.
And I wouldn't blame Bush, since both Republicans and Democrats voted unanimously against ratifying the KP. Under Bill Clinton. Not only that, but considering Australia won't ratify it either, why attack other countries when our own isn't much better?

Turning to the 450 tonnes of carbon dioxide. As I have pointed out here before, the easiest way to drastically reduce carbon emissions is to switch to nuclear power. Lefties must decide which bogeyman they loathe more.

It's idiots that cause accidents and like everything in life, a few idiots ruin it for the rest of us. Deaths from the Ebola Virus probably outweigh deaths caused by nuclear power plant meltdowns. As Paladin said, it's ONE incident, and it only happened because someone wasnt doing their job.

I know the advantages and disadvantages of both, coal and nuclear power. It's all fascinating. Ultimately, while nuclear is clean (while it works :p), and produces lots of power i don't personally believe it should be the major source of power for the next say, 100-200? years? I'd like see bush run up his national debt with a bit more R&D in power generation, rather than waste billions patrolling the middle east. We can all hope, right?

And in the meantime pump an increasing amount of CO2 into the atmosphere over the next 100 or 200 years. Nuclear (fission) power is economically viable, clean & it's as safe, if not safer, than current technologies in using coal/oil/natural gas to generate electricity.

- someone was cost cutting, who then get a bonus for reducing cost and thus increasing plant efficiency

1. "Renewables" are not a viable replacement for serious baseload power stations.
2. Chernobyl happened for two main reasons. a) the reactor had a poor design requiring active stabilisation by safety systems, and b) the operators were deliberately testing what happened when the safety systems were turned off. They found out pretty quickly.

In certain situations renewable energy sources are viable such as places where transportation of fuel is prohibitively expensive and in the future, new technology is going to have to make sure they are for most situations.

It is much cheaper to transport uranium than coal; this is because uranium has a usable energy density thousands of times higher than coal. If it were simpler to extract latent uranium present in coal (parts per billion), the energy from that uranium would be higher than the energy obtained by burning the coal.
The secret of baseload power generation is that it is far more efficient to build huge central powerstations, and then to send power over high tension lines, than any other presently available method. This is why, absent nuclear, coal dominates power production. You simply build a powerstation next to a mine (this is done in NSW and Victoria).
