and are you talking about Knight's DSL? If so, (afaik) they said that they can't do it because they need to upgrade something (rim or exchange... I'm not sure which).

Yeah, doing something nice for the community, a few years after it should have been, because only now they see there are enough users in the area to warrant the cost of a rim upgrade.
Which is fair enough, companies need to make profit, otherwise they wouldn't do it at all. I think the reality is that it could have been done early 2004 with near the same results.
