You need whats called "split tunnelling" enabled - which means your local network is still available as well as your VPN tunnel network - effectively it allows routing between the two networks - in your case this appears to be disabled therefore its an either or situation.

Who "planted" the dope in her bag ? - baggage handlers ? - maybe, but why ? if the dope is worth more here than there why would they send it in a supposedly innocent persons luggage ? If the dope and luggage had arrived safely - ie dope undetected - what would happen then…
